Network Manager

Under the direct supervision of the Director, Management Information Systems, the
Network Manager is responsible for managing the Ministry’s LAN and WAN to
ensure adequate availability of computing resources, smooth transfer of information,
security of data, and availability and access to productivity tools that allow users to
do their job effectively

Administrative Assistant

To provide administrative support to the Projects Unit.

Statistical Officer

Under the direction of the Chief Research Officer, the Statistical Officer is
responsible for applying statistical methodologies to a wide range of problems and
develop and maintain data bases covering matters relevant to the Ministry’s core
portfolios (science, energy, telecommunications and transport) in support of long term planning and strategic development.

Senior Technical Coordinator

Under the general supervision of the Chief Technical Director, Portfolio Progress
and Reporting, the Technical Coordinator is responsible for coordinating and
monitoring the development and implementation of technical related policies, plans
and programmes of the MSETT, to ensure that the related responsibilities of the
Permanent Secretary are executed efficiently and effectively.

Secretary, National Commission on Science and Technology

Under the general direction of the Senior Technology Officer/Office Manager, provides administrative,
secretarial, programmatic and clerical support to staff of the secretariat and to maintain a functional
office environment while performing a variety of non-complex duties.

Science Programme Manager

The Science Programme Officer is responsible for providing technical support to the
Principal Director, Science as well as coordinating and monitoring the Ministry’s relations
with local, regional and international science stakeholders, and to ensure that the Ministry’s
science related policies, plans and programmes are accurately and effectively represented
in these fora.

Policy Analyst

Under the general direction of the Senior Policy Analyst, the Policy Analyst, is
responsible for evaluating and reviewing Science, Energy, Telecommunications and
Transport policies and programmes in the ministry and its agencies and providing
technical support to the ministry and its policy, planning, development,
implementation, monitoring and evaluation processes.

Executive Secretary, Energy

The Executive Secretary is responsible for providing administrative and secretarial
support to the Principal Director including, but not limited to greeting visitors and
answering the telephone; receiving and distributing mail and correspondence, gathering
data and compiling various reports for the energy Division, photocopying materials,
maintaining files, ordering supplies, and issuing correspondence. This involves high-level
contacts and exposure to sensitive information necessitating considerable use of tact,
diplomacy, discretion and judgement

Executive Secretary, Internal Audit

Under the general direction of the Chief Internal Auditor, the incumbent is responsible for
organizing and administering all activities related to the Internal Audit Unit’s portfolio; ensures
that contacts are maintained with persons and groups critical to the successful implementation of
the Unit’s programmes and activities.

Director, Enterprise Risk Management

Reporting directly to the Permanent Secretary, the Director is required to lead the Enterprise
Risk Management portfolio and is responsible for establishing the Ministry’s Risk Management
Framework. The incumbent will provide advice and leadership in identifying, evaluating,
analysing, and assessing the risks which are inherent to the operations of the Ministry and its’
agencies. The Director also spearheads the risk management process in designing, coordinating,
and implementing strategies to alleviate possible threats to ensure the achievement of the
Ministry’s, Agencies, Departments strategic business plans. The Director will also educate and
provide advice to internal and external stakeholders on risk management objectives and best
practises in an effort to ensure that the Ministry, its agencies and departments are compliant with
applicable statues, policies, procedures and standards.

Chief Technical Director, Progress and Reporting

The Chief Technical Director is responsible for providing high-level support to the
Permanent Secretary in the development and implementation of the Ministry’s
Strategic and Operational Plans and policies. The incumbent also provides day-to-day
management and recommends the cost-effectiveness of administrative services and
the development and implementation of appropriate systems for the effective direction
of the Executive Office and the wider Ministry.


Additionally, the Chief Technical Director will be responsible for ensuring
consistency in governance across portfolio entities, efficient planning, and reporting of
results for projects, programmes, and policies in accordance with international best
practices, thereby minimizing duplication of effort, maximizing the use of resources,
and enhancing stakeholder relations.

Chief Technical Director, Strategic Planning and Policy Services

Under the direction of the Permanent Secretary, the Chief Technical Director, is
accountable for the coordination, leadership and management of the Strategic
Planning and Policy Services Division, and is responsible for the direction,
development, monitoring and evaluation of the strategic planning and policy
functions as well as for the development and implementation of special programmes
to support the Ministry in its pursuits of Science, Energy, Telecommunication and
Transport growth and viability to assist national development.

The incumbent is also responsible for the corporate planning and performance
management functions of the Ministry, to support the Minister and the Permanent
Secretary in executing their responsibilities.

International Transport Policy Officer

The International Transport Policy Officer (Maritime) will be responsible for
developing and monitoring the implementation of policies related to maritime
transport systems. The officer will work with the relevant sub-sector agencies,
transport industry stakeholders, and international organisations to ensure the safe,
efficient, and sustainable movement of goods and passengers through waterways by
monitoring maritime trends, formulating, reviewing, and advising on Transport
Infrastructural Policies.

Employee Relations Officer

Under the direct supervision of the Director, Employee Relations, Health, Safety &
Wellbeing, the Employee Relations Officer will responsible for managing employee
and industrial relations practices within the Ministry and address or avert issue of
concern as it relates to working conditions, contracts of employment, workplace
agreements, absence management, dispute resolutions as well as managing
employees participation in management decisions regarding conflict and grievance
resolution.

Director, Information Management Systems

Under the general direction of the Principal Director – Corporate Services, the Director, Management
Information Systems, strategically drives day to day functional delivery of MIS services and programmes
that reflect contemporary best practice and achieves optimal outcomes for the Ministry of Science, Energy
and Technology’s strategic operational and business requirements.

Director, Customer Service

Under the direction of the Chief Technical Director, Corporate Services, the
Director, Customer Service, is responsible for coordination, leadership and
management of the Customer Service portfolio of the Ministry, and oversight for the
Ministry’s agencies. Specifically, the Director is responsible for the development,
monitoring and implementation of the portfolio policies, programmes, projects,
standards and related activities, for driving the modernisation of the Customer
Service Programme across the Ministry and its portfolio agencies.

The incumbent maintains linkages with the ISO Division and other key stakeholders
in support of ISO Certification on Quality Management Systems and improved
service delivery across the Ministry and its portfolio agencies

Chief Electrical Coordinator

Reporting to the Permanent Secretary, the Chief Electrical Regulator has responsibility and
accountability for the performance of the Government Electrical Regulator. The Chief Electrical
Regulator ensures that the policies and processes related to the licensing of inspectors,
registration of electricians, monitoring the quality of work carried out by inspectors and ensuring
investigations into customers’ complaints are executed in accordance with the Electricity Act
and associated Regulations. The Chief Electrical Regulator is also responsible for managing an
integrated high quality system that ensures safe electrical installations and provides quality
customer service.

Crown Counsel

Under the general direction and management of the Senior Assistant Attorney
General, the Crown Counsel provides advice and guidance on a range of legal
matters to support the work of Minister and Permanent Secretary in the strategic
management of the Ministry

Assistant Transport Officer

The Assistant Transport Officer is responsible to assist the Transportation Manager
in the oversight and maintenance of the fleet of vehicles for the Ministry of
Science, Energy, Telecommunications and Transport (MSETT).

The Assistant Transport Officer will work closely with the Transport Manager to
ensure safe, effective, efficient and responsive service delivery within the Ministry

Director, Accounts Payables and Payroll

Under the direct supervision of the Principal Finance Officer, the Director, Accounts Payables and Payroll is responsible for the management of the procedures in respect of payroll, accounts payable, and disbursements, ensuring that:


✓ Proper systems of internal control exist and are being adhered to;
✓ The Financial Administration and Audit (FAA) Act, its Regulations, and Instructions are complied with;
✓ The services of the Ministry’s internal and external clients are performed efficiently, effectively, and economically.


The incumbent is also responsible for the overall supervision of the Accounts Payable and Payroll Units of the Finance and Accounts Division of the Ministry and is the chief advisor to the Principal Finance Officer on all financial matters relating to accounts payable, payroll, and other funds and assets under the control of the Ministry.
